An independent, politically impartial worldwide movement, Amnesty International works to both promote and to defend human rights around the world. Refugees and asylum-seekers have the same rights as any other human being, including the fundamental right to liberty and security of person. We denounce states which fail to provide adequate protection against forcible return, or which prevent those at risk from seeking asylum. |

| International Committee of the Red Cross - Refugees and internally displaced persons |
| |
The International Committee of the Red Cross (ICRC) was founded nearly a century and a half ago. It seeks to preserve a measure of humanity in the midst of war. Its guiding principle is that even in war there are limits: limits on how warfare is conducted and limits on how combatants behave. Protecting and assisting refugees is the responsibility of the Office of the United Nations High Commissioner for Refugees (UNHCR). The ICRC considers itself directly concerned by the fate of refugees who are civilian victims of armed conflict or disturbances or of their direct results ie refugees in situations covered by the ICRC's mandate. The ICRC performs a role as a neutral and independent intermediary. |
